Much of the Romans spoke latin. And used roman numruals as numbers. 

In roman times they wrote and spoke in Latin. For the most part the higher classed people were generally more literate than the lower class. The king would have to be able to read and a slave would probably not be able to, supporting the idea that depending on their job if they are literate or not. During the reign of the roman monarchy and tyranny their were considerable less people literate than in the republic.
